vdqmDBInit is linked directly to libcastorcommonora and libcastorvdqmora,
and moved to the VDQM directory, which already has those dependencies. This
way no dependency is left on Oracle for the hsmtools binaries, which don't
need Oracle.
Eventually, vdqmDBInit could become a python script (or disappear).		 Diff
